Here is a photo of a water heater with no TPR valve ( temperature pressure relief valve ) extension. The correct way for this to be done is to have a pipe come off off the valve and go down the side of the heater to about six inches off the ground. This is a safety hazard because the way these work is when the pressure inside the heater builds up the relief valve opens to release some of the pressure. If there is no extension, if someone would be walking by at the time the valve opened it could spray you in the face causing burns. It is recommended to have a licensed plumber evaluate and repair for safety.
